Circumvention means getting around a sanction without breaching it directly. This can happen through intermediaries, a detour via a third country, or arrangements that hide who the real counterparty is. Under the EU sanctions directive, member states must treat circumvention as a punishable offence, and national laws are increasingly doing so.
